Quebec implemented cap-and-trade policies to control GHG emissions beginning in January 2013 and Ontario started in January 2024 (see Box 2). The Quebec and Ontario systems are Websystem. However, during the second and third compliance periods (2015-2024 and 2024-2024), fossil fuel distributors are also subject to the system. In addition, the cap-and-trade system is open to individuals and other entities that would like to participate in the carbon market, even if there is no regulatory obligation for them to do so.
